1. Welcome

We are inviting your views on a proposal for an extension to warehousing at Diageo Baileys Global Supply facility which is located at 2 Enterprise Way, Newtownabbey, BT36 4EW.

The extension will include additional warehouse capacity, staff facilities and associated plant equipment. It also includes an increase in staff car parking, trailer bays, upgraded internal site access, associated landscaping, external lighting columns and all associated site works.

The proposal will see the facility extended from its current footprint of around 9,000m² to around 16,000m².

2. About the Applicant

Diageo is the world’s leading premium drinks business which produces iconic global brands including Baileys, Guinness, Harp, Smirnoff and Johnnie Walker. With roots stretching back more than 300 years, Diageo Ireland is one of the largest and best–performing food and drink exporters across the island, currently employing 1,200 people with an integrated island–wide supply chain.

In Northern Ireland, Diageo is a major investor, exporter, and employer within the local economy, directly employing more than 320 staff across three of its sites and supporting hundreds of indirect jobs across its rich local supply chains.

Its facilities here include a canning and packaging facility in East Belfast which recently announced a £26.5 million expansion, its corporate headquarters located in Belfast city centre and its Baileys Global Supply production facility at Mallusk which exports over 60 million bottles of Baileys per year.

Diageo also plays an active role in helping to support a thriving and vibrant hospitality and tourism sector in Northern Ireland. Through a range of programmes and initiatives, the business provides practical support and delivers training and skills development which is supporting the sector’s economic recovery and growth. During the pandemic, Diageo launched a €14m “Raising the Bar” programme which was established to help pubs and bars welcome customers back and recover from the impact of COVID–19.

Diageo is committed to building a more sustainable business and supply chain and in 2020, it announced a range of 25 bold and ambitious goals in its ‘Society 2030: Spirit of Progress’ plan, which is designed to make a positive impact on the world by 2030, to achieve the UN’s Sustainable Development Goals. Diageo has also achieved gold CORE level accreditation from Business in the Community which recognises best practice in corporate responsibility and sustainability in Northern Ireland.

3. About the Application

This application specifically relates to Diageo’s Baileys Global Supply Facility in Mallusk. The facility, which opened with a £40 million investment in 2003, produces the iconic Baileys cream liqueur which is exported worldwide and is one of only two global production sites.

The brand is one of Northern Ireland’s largest and most successful exports, with Baileys produced in Mallusk being sold in over 150 markets worldwide.

The facility’s operation focuses on the production of Baileys and includes the bottling, labelling and storage of the product before distribution. It makes a considerable contribution to Northern Ireland’s economy with over 97% of production being exported. The facility is also a key player in the agri–food industry with 80% of ingredients being sourced from local suppliers from across the island of Ireland.

 

The application to extend the Diageo Baileys Global Supply facility will support production demand. The extension will include additional warehouse capacity, staff facilities and associated plant equipment. It also includes an increase in staff car parking, trailer bays, upgraded internal site access, associated landscaping, external lighting columns and all associated site works.

4. About the Site

Location: 2 Enterprise Way, Newtownabbey, BT36 4EW on approximate Irish Grid Coordinates 30902 82114 (easting, northing).

The planning application boundary for the site includes the existing Diageo facility, Invest NI land and a strip of vegetation on the bank retained between Diageo and the Royal Mail on Enterprise Way.

The proposed site is surrounded by industrial land uses to the north, south and the west. The M2 is located to the north of the site and separates the industrial estates from the residential area of Glengormley.

5. Public Consultation

 

In line with Planning (Development Management) Regulations (Northern Ireland) 2015, a public consultation event will be held at Corr’s Corner Hotel, 315 Ballyclare Road, Newtownabbey, BT36 4TQ on: Tuesday 21st June from 2pm to 8pm.

This drop–in style event will be inclusive of information boards with project team members present to answer questions and queries about the application.

6. Get in touch

We would appreciate any feedback you might have in response to the draft proposals. All your comments will be considered before the planning application is submitted to the Council.

7. Next Steps

Following the conclusion of this pre–application community consultation, all comments will be reviewed. Once considered, relevant changes may be made to the development and all comments, including a summary of the key concerns and the applicant’s responses will be included in a Pre–Application Community Consultation Report. This report will accompany the application submission.

Supporting technical and environmental documents will be finalised to accompany the application. Once complete, the supporting documents and final proposed drawings will be submitted with the Pre–Application Community Consultation Report as a planning application to the Council for consideration and determination.
