1. Welcome

 

We are inviting your views on a proposal to develop a new food processing facility at: Invest NI lands at Mandeville Industrial Estate, Mandeville Road, Craigavon, BT63 5SS. 

 

The proposal includes the development of a food processing facility with mill, warehousing, silos, offices and R&D centre. The feedback received will help to inform the planning application that will be submitted to Armagh, Banbridge & Craigavon Borough Council.


2. About the Applicant

 

Fane Valley Co–operative Society Ltd

 

Established in Co. Armagh in 1903 Fane Valley is an agricultural co–operative owned by local farmers. The business was founded on the principle that by working together farmers can achieve greater success than by acting independently of each other.

 

For over a century Fane Valley has continued to invest in the agricultural and wider rural community and is today widely recognised as a progressive company with a wide range of interests in the agri–food sector. Within its agricultural division Fane Valley operates 3 animal feed mills and 17 retail stores whilst in its food division it is actively involved in meat processing, porridge oats & breakfast cereals and a specialist duck production and processing enterprise.

 

The co–operative currently employs 3,000 staff across its 34 locations and is a significant contributor to the local economy. The co–operative has ambitious plans for the development of the business, working in partnership with farmers to continue to produce high quality food in an environmentally sustainable way.


3. About the Application

 

Fane Valley Co–op has unveiled plans to expand its milling capabilities at White’s Speedicook through a major investment in a new state–of–the–art oat milling facility at Mandeville Industrial Estate in Craigavon.

 

The investment has been driven by strong consumer trends that have shown a growing demand for sustainable plant–based foods throughout the markets in which the company has a long standing presence. The new project will not only enable Fane Valley to meet this growing demand, but the effects will flow through the local community with new jobs and investment along with presenting growth opportunities for suppliers and farmers.

 

The process will involve the cleaning, stabilising and packing of grain products. The site will receive grain from farms which will be stored in silos on the site. After processing, the finished product will be stored at the warehouse and dispatched using road transport to various customer locations. The site will operate 24 hours per day.

 

The proposed development will utilise state of the art equipment to ensure compliance with all relevant legislative requirements. The main elements will be silos for the raw materials, a tall mill building, and extensive warehousing facilities. Landscaping will be provided around the site boundaries.

4. About the Site

 

Location: Invest NI lands at Mandeville Industrial Estate, Mandeville Road, Craigavon, BT63 5SS


The lands are zoned for industrial development in the statutory Craigavon Area Plan 2010 (CAP). The development will occupy about 15% of the overall zoning, which has already been laid out by Invest NI with an access to Knockmenagh Road and a spine road through the zoning.

5. Public Consultation

 

In light of the current situation and COVID–19 social distancing measures, new guidance from the Department for Infrastructure has been introduced to inform the public on our proposals. In line with the new guidance, we are required to facilitate public consultation through online and digital tools as well as remote feedback channels to gather your comments on our plans.

 

We will be hosting an Online Community Consultation Information Event on 30th September 2021.

6. Get in touch

 

We would appreciate any feedback you might have in response to the draft proposals. All your comments will be considered before the planning application is submitted to the Council.

 

All comments should be provided before the end of 14th October 2021 to ensure they are given consideration before submission of the formal planning application.

7. Next Steps

 

Following the conclusion of this pre–application community consultation, all comments will be reviewed. Once considered, relevant changes may be made to the development and all comments, including a summary of the key concerns and the applicant’s responses will be included in a Pre–Application Community Consultation Report. This report will accompany the application submission.

 

Supporting technical and environmental documents will be finalised to accompany the application. Once complete, the supporting documents and final proposed drawings will be submitted with the Pre–Application Community Consultation Report as a planning application to the Council for consideration and determination.
